Its a programme which can effectively integrate useful life skills for both the volunteers and participants in the long run. It can be in a way such as befriending services where vulnerable elderly participants impart their skills to youth befrienders, making it a mutually beneficial event for both parties

It is something interactive, like interacting directly with the beneficiaries, bringing the elderly or shelter animals out for outings. Also, the organisation utilise the strengths of each individual well instead of a one-size-fits-all programme. For example, volunteers who are good at photography can really focus on photography, and have opportunities to improve their skills through masterclasses.

I think training volunteers in casework skills would definitely be helpful so that they are able to do basic needs assessment for beneficiaries and know where to seek help and resources. We would thus be able to more effectively address beneficiaries' needs.

Where the volunteer is aware of the kind of impact they're making. Even if it seems like something mundane (e.g. data entry) they are contributing to a greater cause and indirectly impacting people, so this should be made known to the volunteer, otherwise they might find their work quite meaningless

I appreciate that you are thinking of furthering service-based volunteering’s impact! I think that there are already many wonderful service-based volunteering programs, but I also agree that there is a lot more to be desired.
Most ideas concerning volunteer development are focused on programs that develop specialised skills. I think that’s fair, but there’s also more latitude to innovation in volunteer development. 3 suggestions, if you don’t mind, from me! The first about specific training programs, and the other two slightly out of the box.
1. Professional Skill Development: Many do-gooders who desire to work with vulnerable communities oftentimes enter with a whole lot of heart, but not a lot of professional expertise and experience. I actually think it’s possible to equip volunteers with a reasonable baseline of professional skills/knowledge, by collaborating with key stakeholder to share more about the youth-at-risk landscape, or introducing training about Trauma Informed Care (which has become rather vogue as of late), or even trying to introduce the Playfulness, Acceptance, Curiosity, Empathy (PACE) model as a potential framework. I think service-based volunteering can be higher-skilled as well, so all the best towards that!
2. Programme Design: Just a thought, but the way your programs are structured also affect your volunteer’s development. Development isn’t just about specialised training sessions — it encompasses on-the-job training as well! If your programs are able to carefully facilitate partnerships or mentorships with more experience volunteers/professionals in the field, I think you will find that your volunteers are developed more organically through the iterative process of regular on-the-job learning. The short is this: are you leveraging on the presence of existing key stakeholders to introduce iterative learning in your program design?
3. People Directedness: This is more of a comment on culture, and it’s because I really believe that the best sort of development occurs through strong intra-organisation relationships! Strong relationships with your volunteers are so crucial. How many touchpoint do your volunteers have with other people in the organisation? How are conflicts resolved? How is information communicated? How are challenges confronted through collaboration? You need to have a volunteerism that empowers volunteers, which means that volunteer management has to go beyond merely ‘managing' volunteers, and towards empowering them as partners. If volunteers are central to your organisation’s setup and crucial to your operations, then treat them as partners — not resources to be shuffled around.

where they have a structured plan on what is going to happen that day, what are the kind of help needed and the timeline of it , and if the volunteer have any talent in that area making full use of his talent in the right area. "the right man for the right job" it can ranges from performing to photography to social media to playing of games and etc.
